UK motorist gains a total of 40 penalty points despite never having a full or provisional driving licence A motorist from Lewisham, London, has managed to rack up 40 points for 12 driving offences despite never holding a full or provisional driving licence. The remarkable total makes him the second highest penalty points holder ever in England and Wales. The driver was caught for exceeding 30mph limits on six occasions and was also given points on six occasions for driving without insurance, according to data from the DVLA obtained by the Institute for Advanced Motorists (IAM).
